Disclaimer I have no idea if this will work on other PC. My pc is win 10 with Locale Emulator but doesn't need to use the localization. Got the core game from HF long time ago and d3dx9.dll from a website also long ago. the dll file should work with just in the game folder, no need to install it in Window. Installation : extract files and use Illusion registry fixer to locate the game location (also not sure if it's required). All credits to HF and all amazing modders.
